b1/b2 visa with annotation joining husband on ship

i am a seafarers wife and have a b1/b2 dependant visa with annotation joining husband on ship. does this visa with annotation permit me to go as a visitor to visit my sister who stays in usa for a period of 2 months. if yes, can i go as any other tourist directly without joining ship or i have to first join ship. in short can the same visa be used as visitor visa or i have to apply for new one.

Yes you may still attempt to use it to visit your sister. Whether you are granted entry will depend on the officer at the POE.
