B1/B2 visa for a wife of US LPR

I am a LPR of USA and applied for my wife's green-card (I-130) recently. My wife is in india currently. She is practicing physical therapist there. Her educational evaluation has been approved by NY state board. She is now eligible to sit for her licensing exam in USA.

My question is that can we apply visitor's visa based on this fact? With recent retrogressions in F2A, we are not sure how long will it take for the PD to become current? So if she gets her visitor's visa for this exam then she can apply for H1b visa after clearing exam.

Has anyone been into my situation and lucky enough?

Firstly she may apply for a visit visa, the usage of "we" is incorrect.
She may apply for a visit visa but she most likely will not be granted one.
