B1/B2 to F1

Dear Rajivs:
We have a multi-visa for ten year(B1/B2) from 2005. We also visited my sister in last year. We will visit in this year July ( school holiday)
The question is:
1) If my daughter during our visit she want to study in US, Can she change
the status from B1/B2 to F1?
2) Can I register a company and start business?
