B1/B2 - change of status to H. Need of DOL cert.?

for a B1/B2 present in US and who wants to apply for a change of status is there a need of the DOL certification?

She doesnt want to apply for green card through H visa, just to get a temporary (for 4-5 years) status here that allows employment...

and when you apply for Change of Status do you still need to wait for 1 april lottery, or the lottery is only for those who want to get a stamp on their passport?
 
The so called "lottery" has to do with acquiring an H-1B number. Thus it is independent of whther one will COS or apply for an H-1B visa at a consulate.
 
What is your bottom line objective? If you state that clearly, you will get concise information. It will save you from asking all these questions too. H3 is a trainee visa.

I know it's only for 18 months.
Is application for adjustment of status an option for H3 holder?
Can you get it here in States?
How long does it take to get a H3?

In my opinion (and I put emphasis on opinion), you have it all wrong. You find the type of employment you are looking for. Basically you find the kind of work you want to do. Then the employer goes about business of getting you USCIS approval for that job.
