B Visa or Visa Waiver Program

I have a friend currently in Haiti who wants to come to the U.S. He says that he wants to go to school and will work when he gets here. I was wondering, is Haiti one of the countries that participates in the Visa Waiver Program? If not, would it be better for him to get a B visa and then later convert to an F visa once he decides which school he wants to attend. Also, I would like to know more about how I would contact the U.S. Consulate about getting a visa for my friend.

Haiti is not covered by VWP. Your friend needs to understand that he should neither work or study while in the US on a visit visa. You will not get him a visit visa. A visit visa is self-sponsored. So you do nothing.
