[B]H4 application and pending I-140[/B]

Hi,

I already have a pending I-140 at NSC. I need to transfer my wife to H4. Currently she is on F1 and I am on H1B visa. We have not filed I-485 yet.

Can I technically teansfer my wife to H4? Please let me know, if it is not safe.

I am looking for your advise.
