B-2 Visa Regulations on the Frequency of Visits that does NOT represent INTENDED IMMIGRANT

My mother-in-law is planning to come and visit us in the States. She has a 5-year multiple entry B2 Visa. We would like our mother to be with us in the States for as long and as often as the law says it is NOT INTENDED IMMIGRANT. Can anybody help us here?

7 years ago, she entered the States on a B2 visa and we applied for extensions of stays for her and they were approved. In short, she stayed 5 years out of 7 years in the USA. We were happy and we were following the law. She has never been out of Status for an hour even. We applied for the formal process of extension and when it was approved she stayed and when it was denied she left.

2 years ago, she had to withdraw her request for entry at the point of entry when she arrived in the States. The officer made his decision that she is an "intended immigrant" and voided her 5-year visitor B2 Visa (3.5 years were left on it). She left the States without entry on the same plane she came on.

1 year ago, she got a second 5-years B2 Visitors Visa and came back to the same Point of entry since my wife was going to delivery within 2-weeks. She was allowed to enter and given a 2-months stay with the restriction that she can not extend it. She left on time.

Now, a year after her last visit, we would like her to come and visit us again. We
are actually happy with the possibility of getting the restricted entry of 2-months. We are just scared that they may deny her entry again and void her 5-year Visa again. She is over 60 years old and no matter how the officers are nice, it is a formal process and it is scary to a foreign old lady.

Are there any rules on the amount of time spent in the States that does NOT mean "INTENDED IMMIGRANT" to the officer? I mean, we have always been living within the law. We never crossed the line. What is the law on this?

In short we would like our mother to be with us in the States for as long and as often as the law says it is NOT INTENDED IMMIGRANT. Can anybody help us here?
