B-2 Rejected for in-laws

Hi,

I’d REALLY appreciate if anyone can provide some light on why B2 (tourist) visa application for my father-in-law (FIL) and mother-in-law (MIL) was recently rejected.

Here are the facts:
Me (son-in-law): I’m the Sponsor, and on H1 visa
Wife (their daughter): F1 (OPT) visa
FIL & MIL: Age 55 years and retired
Applied at the Mumbai Consulate

Here is the conversation between FIL/MIL and the Visa Officer (VO):

VO: Have you travel aboard before?
FIL/MIL: No

VO: Why do you want to go to US?
FIL/MIL: Visit daughter & son-in-law and tourism.

VO: What does your son-in-law do?
FIL/MIL: He works at bla bla (provides information on my job and company)

What does your daughter do?
She is on F1, currently on OPT.

VO: Show son-in-law and daughter’s current visa.
FIL/MIL: Provided my I-797 and wife’s F1 visa (Note: since my H1 transfer, I haven’t traveled to India for visa stamping, hence just the I-797)

VO: Sorry you are not eligible to get a visa now.

They were given the standard visa refusal letter, stating they didn’t qualify under Section 214 (b). They had ALL the relevant documents, including but not limited to I-134, nank statements, property papers, younger daughter’s current employment letter, my & my wife’s visa papers, etc.

Please let me know if any one can understand or read between lines to figure out what went wrong?
