Thanks for your replay.
Actually I called Montreal Immi (514-496-1010) and I was confused more.
As I have understood, if one's landing papers are received BEFORE new PR law came in then while landing with those papers, PR application will not be made.
On the other hand PR will be valid to travel until Dec31,2003. But that person has to apply for PR after landing in CANADA.
I may have misunderstood the whole thing.
Can you advise me if this sounds true to you ?
