At a recent immigration conference in San Antonio, it was reported that the Department of State ("DOS") expects that the EB1 China category will remain current and the EB2 China category to continue advancing.

On a less positive note, further delays in the EB1 and EB2 categories for Indian nationals is expected as well as the EB3 category for all nationalities.

With the Department of Labor's optimistic projection that the Backlog Elimination Centers will meet their goal of eliminating its backlog and processing the remaining labor certifications filed pre-PERM implementation by September 2007, the DOS expects severe retrogression in many of the categories, particularly the EB3 categories - across the board.

While this report is pure speculation, it does spark concern that applicants will be facing further delays in the permanent residence process.
 
My predictions for Augest Visa Bulletin

India:
EB1: current;
EB2: do not move or move less than two months;
EB3: do not move or less than 15 days


China:
EB1: current;
EB2: 09/01/05 (move half a year from 03/01/05 in July's)
EB3: move less than 3 months

Over the past several months a lot of people made a lot of predictions and the bulletins proved almost everyone wrong. Most of us have agreed that predicitions are useless. There is no point to them. Also the news about future bulletins and the warning from DOS has been discussed to no end. Almost everyone is aware that the EB3 category for India and also for other countries will not see much progress and that EB2 may move a bit.

Where is the August bulletin......? ANy ideas when it will come out....
 
it will be out this week. i am 90% confident.
i sure do hope it would be out in the next hour
or so but that may be a tad out of my domain
to decide.

I think the bulletin is out internally as Chennai Consulate Scheduled Immigration Visa appointments for August 2006.I think bad news is waiting for EB3 as there is only one appointment scheduled, and ofcourse it rules out "U".
 
What does it mean when its says this "REPORT" is a "SPECULATION" ? Is this a report or a speculation ?

Please desist from posting speculations as we have had enough of it and we know logic does not work here.

i agree with gcva that the august bulletin might be ready and
up internally. we need to wait patiently for it to be officially
released.

i hope it brings us some good news.
 
BrainDrain, I think that means that it was based on opinions by DOS probably based on the news that 245(i) are being processed faster by DOL. However, I don't take that lightly since they probably know what they are talking about. Let's prepare for the worst.

This was taken from an attorney site. It was posted few days back. It was more of that attorney's opinion, not DOS's.

More labours are definitely coming out. A ton of 45 day letters are also being generated. Also recently....earlier part of this year the 140 stage moved quite fast, quite often less than 6 weeks, so it is not unexpected that they are beginning to see some 485 filings for oversubscribed categories.
I think that we have just about seen the end of fast movements for priority dates, the future movement will be slow at best and in a nightmare scenario retrogress again.
For those of us after mid-2003 in the heavily retrogressed countries, the only hope is legislative relief ......................or waiting for 4-5 yrs for atrition as the anti immigrants advocate. Whether for illegal or legal they view delay and job loss as a way to drive people out.

I thought that was part of a comment made by a DOS rep during the San Antonio AILA/DOS liasion ? I wish you were right...

Speculation, fear, denial ..

Guys and Gals,

The only reason I am against these predictions is because of what this thread has morphed into. Some are restating the obvious, others are speculating wildly, others are fearful, a hand full are in denial. These predictions will not get us anywhere.

The situation is serious and it will probably get a little worse before it gets better. Lets hang in there and discuss the bulletin once it has been officially released or some "official" news is released.

As for the statements by DOS, they are legit and were made at the conference. There were ample hints in the notes of the previous bulletin so there should be no doubt that things will get worse in the near term (1 or maybe 2 years).

This was not mentioned in Attorney Mathew Oh's site. Also, in Ombudsman report there was no mention of this retrogression. The report talks about lot of 245(i) cases still to be processed. If some one finds reference to retrogression from DOS , pl. post it here.
