At what time Visa Status Can be changed from J1 to L1

Hi,

Once when we receive the Waiver Recommendation from DOS can we goahead and get the L1 stamp, or should we have to wait till the final clearance from USCIS.

Pls let me know

you can apply for L1 as soon as you get the recommendation. But you have to wait for the waiver to actually get the visa or be able to change status.
