You can definitely try using it. It worked for some and it "might" work for you too. But be prepared with alternate evidence in case you get an RFE so you dont waste too much time gathering what USCIS asks for. Good Luck!
At least it's a legal document issued by the Government of India. I am sure if you talk to them they will guide you accordingly. Call them first and satisfy yourself!
