Asylum denied, now reapplying for F visa.

Hi,

My nephew (Korean citizen) got his F-1 visa application denied in Seoul, South Korea for 214(b). He applied for asylum in early 2009, but he later withdrew his application and came back to Korea after being granted voluntary departure in summer 2010. When he filed an asylum application, he was on a valid status (F-1).

He applied for F-1 visa just about a week after returning to his country, but it was denied. The consular officer told him not to reapply "any time soon" but did not tell him specific period.

He is thinking about reapplying this summer, which will be about a year since the last denial. What do you think is his possibility of getting the visa? What can he do to increase the chance of approval?
