Yeah, that's right. It was actually published in the FR some few days ago. I posted this new in discussion "10k quota for asylees: approved!!" the same day posted in the FR.
Now, is a matter of continuing waiting for INS to adjudicate the 10K quota.

the memo is dated today, it looks to me.

The PD was published in Volume 38, Number 42, Page 1782 of the Federal Register, and posted in the net two days ago as I posted.
Anyways, one or two days doesn't make any difference. Important thing is the protocol for the 10k quota for FY 2003 is completed.
 
What difference does it make if the date was today or yesterday? The point is that the process is moving forward.

Nobody is fighting in this thread Lazer. As you can see in my post, I totally agree with Gilbert that the date doesn't make any difference.
