Ashcroft resigned.....
Is it impacts anything on Processing the cases

But given that FBI checks are an important part of the process, hopefully Ashcroft's successor can streamline this. I think Ashcroft's "logic" was guilty until proven innocent.

Ridge is also most likely on his way out - that would definitely give CIS an excuse to take a "breather" and slow things down.

After USCIS moved to DHS Ashcroft had little hand for slowdown. Keep in mind that most of the FBI FP+background checks take less than a week. The problem is that USCIS (or DHS) has it's own "name check". I think name check is mess and most common names (especially Muslim names) get stuck. Remember, Ted Kennedy was no-fly list? Or Cat Stevens case? This name check expires in 35 days. So if 35 days passed and did not get approved, USCIS needs to redo it again.

every 35 days they redo it? I really hope you mean 365 days!
