Were you chosen for the DV2013 but have a high CN number, are you going to apply for the DV 2015 just in case your number does not become current? Is there anything that says current winners are not eligible to do so?

Nuthin stopin us there. DV2013 and DV2014 winners are eligible for DV2015 as anyone else. Got my photos ready ;)
 
Yes it's very sad for those that won't be able to participate, how long are countries usually out for?

The countries that are excluded because they have had high numbers of immigrants in the previous 5 years (over 50000). So - for a countries like the UK or India there is no chance of being allowed back in the lottery because there are a lot of immigrants qualifying through family of work based routes. Nigeria may fall into that category also (in which case they won't be back in the lottery for the forseeable future) - but it might be that they have been taken over the limit by DV cases, and if that is the case then they will make a return once the DV cases for Nigeria are out of the system.
 
Mind you guys that this might be the last DV should the bill be passed and signed into law. Therefore the issue that Nigeria and India are out remains irrelevant as far as DV is concerned. However, Nigeria and India might be the winners here because of the other immigration routes that they are using.

I see at least one more DV after this one, because next year is an election year where U.S. politicians tend to steer away from contentious issues like immigration. Any new immigration bill is unlikely to take place before 2015.

The Republicans in Congress are trying to break the comprehensive immigration bill into smaller chunks. Any smaller bill that includes the elimination of DV program will be opposed by Democrats, especially by the black caucus because the majority of DV selectees are from Africa. This is unless there's something else in the bill to compensate for the sudden cut to African immigration.
