Are the recent changes to the OPT retoactive?

I was working in the US until last septermber, when my OPT ran out. I had unfortunately, not got my H1-B visa either and hence had to return to my home country. I missed out on the changes to the OPT timeline by a year, and hence was wondering if these changes were retroactive - can I go in and apply for the extension now, even though my OPT expired on 10'th Oct. 2007??
