Are photos required at POE after CP?

Well, Actually photos are not required at POE. But in my case they needed photos.

Here is what happened.

At the time of interview, we gave three photos each for me and my wife at the consulate
In Chennai. Two were signed at the bottom front and one without signature.
They affix one photo (signed one) on the visa page (which is the top part of the
Sealed envolope) and one they kept inside the sealed packet in a small plastic cover.
That is also signed photo. This photo is supposed to be used at POE. I am not sure
What happened to the unsigned photo.

When we came at POE, the lady IIO opened the sealed envolope and told us that Photo
Was signed. She wanted unsigned photo. She took my wife into a room where they can
Take a immigration style photo. I did not know that time that she took my wife there for
A photo. After my wife told me, I talked to that lady. I had 5 extra copies of immigration
Style photos. We got 8 photos from Camera city for Rs. 100. I thought she would take
Only one photo. She took all the remaining 5 photos of my wife and mine. When I asked
Her why she need all these photos. She said I will keep them. I did not argue with her then.
God knows why she took all the photos. Anyway, I got the stamp. That's what I care.

Hope this helps. Better to carry the remaining immigration style photos to POE.

The way the consulate used your photos is different from the way they used mine. The unsigned photo is pasted on the visa. One signed photo is stapled to my passport and returned to me. I don't know what happened to the other signed photo, but I assume they kept it inside the sealed packet for the use of INS officer at POE.

So, the officer at POE would want an unsigned photo, and in all probability he/she would not find an unsigned photo in the sealed packet, as the only unsigned photo I submitted is affixed on my visa. I'll follow your suggestion and carry the remaining photos in my cabin baggage.
