Are Nobel Prize won by US citizen or PR taxable by IRS?

I got a feeling that of all US-based persons who won Nobel Prizes, the proportion of aliens has greatly decreased recently

I can assure you that Canada taxes only on the basis of residency. I have not filed a Canadian tax return since 1998. If Canada were to require taxation based on citizenship, very prominent Canadians across the world would be racing to renounce their citizenship.
