I got a feeling that of all US-based persons who won Nobel Prizes, the proportion of aliens has greatly decreased recently

The prize money, $1M (I think), is certainly taxable.

I heard Swedish government does not tax it.

Besides, most countries only tax their residents (the US and Canada are two noteable exceptions.)

I can assure you that Canada taxes only on the basis of residency. I have not filed a Canadian tax return since 1998. If Canada were to require taxation based on citizenship, very prominent Canadians across the world would be racing to renounce their citizenship.
