Are NIW I-140 applications affected by retrogression too?

I think most of you know my story now. Planning to move to a fellowship after applying for I-140 NIW with a EB 2 category. I heard that I can't apply for I-140 now since EB2 India is retrogressed again. I thought that only 485s will be affected by it. Can somebody shed light on that please?
