Are IIOs divided

For the past few weeks we have seen approval for NOV/DEC-01 cases being approved along with MAY/JUN-02 cases.

This is my theory :

The IIO are divided into two groups.

First Group :

Processes the backlog cases - Approve, Issue RFE, FP2 etc

Second Group :

Processes cases to prevent them in issuing an FP2.

Also looks like they are delaying issuing FP1 for New 2003 cases so that they do not get into this cycle of doing FPs again and again.

Unlike EAD and AP renewals which fetch them extra dollars, re-FPs does not fetch them any money. Hence I think they want to avoid FP2s.

thats right!

Right now 2 IIOs (only 2) are working on 485s. One picks up the file (lot of dust) looks at it, approves a few and puts the rest in the bin next to his colleague. This IIO then does the RFE, 2nd FP and if it doesn't make sense to him (usually low IQ) transfers the case.
