Are 485 cases reviewed on basis of country of origin?

Hi everybody,
 just wanted to know if 485 cases are reviewed on basis of country of origin? Is this where the quota system comes in picture ?

Its country of Birth, which could be different from country of origin (assumed

nationality via naturalisation)

e.g. Country of Birth = Australia, and
     Country of Origin = Hong Kong
