April Mail room fiasco....what date to use for the 180 day rule ???

For those of you who applied for AP/EAD/I-485 or even H1\'s, we know that there was a huge backlog of application in the VSC mailroom. The applications sat there for a couple of weeks.

My details are:

4/17/01: Applications (EAD/AP/I-485) received in the mail room according to my lawyer.

7/2/01: VSC AVM says...that your application for blah blah was "Received"..

So, basically the application was lying around for 11 weeks in the mailroom.

My question is:
What is the correct date to use for the 180 day rule to change jobs etc.
Should it be 4/17 or 7/2...

Your help and comments are much appreciated.

AVM gives out the ND not the RD.

The RD will be close to the date mailed and 180 days
are counted from RD.
