Any reason why the progression of Oceania is so slow compared to the other regions? It appears the main embassies (Suva, Sydney & Auckland) are up to date on their interviews.

They (Visa Office) either believe that this pace is sufficient to fill the regional quota for OC, or there's enough demand to fill all available interview spots at the embassies.

Monthly visa issuances for 02/2022 have been released. 4596 visas were issued, 13433 total in DV2023.

You either look at the raw data and figure it out, or you use "DV2023 CEAC Data for Embassies" section where you can type the name of your embassy and there's a table right after "The following table shows how many 2NLs a given embassy sent on a specific date.".
