Exactly this is my point. I pointed this out earlier about out of turn approvals and somebody in this board called it is BS..... Well apparently it is not.

I think this is one of those cases where IIOs picked to estimate FP expiry date (or to train new IIOs), at that time most of them got approved and some got RFE. Once some one gets RFE then it gets processing priority.

PCee you are probably right - it is odd that INS would jump over all Dec and early Jan cases to get to this one - but then we really cannot predict their behavior.
