It appears, your case was taken up by officer for review and that may be the reason why you got RFE and 2nd FP notice almost at the same time. If the 2nd FP Notice was triggered by system, I think, it is taking more than 2 months time. See my case.
However, I agree with 'bdkhyd' that BCIS is not following any particular strategy for approving.
