Applyng for new H1 visa after 1st 3 yr expiration

My present H1 visa expires on 1 Oct 2008 and presently I am staying outside of US. I am in India since April 2008 and plans to stay in India till December this year.

Can someone please tell that once my present visa expires, can I apply for a new visa without going through the quota system again? (My friends suggest that since I was already selected in the quota of 65,000 persons 3 years back, hence I do not require to go through this quota system again and I can directly apply for a new H1 with new/old company.)
If yes then till how long can I apply for this new H1b?

you were counted toward quota 3 years ago., You won't be subject to quota for extension/transfer this time. Max period you can ask for H1 is 3 years.
