Applying visitors visa for someone who applied for GC 25 years ago

Please provide some suggestion regarding my strange situation



I am planning to bring my father in law to US on visitor's visa. My father in law studied in US 25 years ago and also had applied for his Green Card then. But he went back to india before he got his labor certificate. This was in the year of 1984.

My question is would this have any effect on his visitor's visa application now. Is it best to avoid mentioning about his earlier trip and GC appln or should we mention the same in DS 156?

This site is infested with fakes, remember USCIS can find out fakes and give punishments even after visa issuance, it is like a life long threat, so don't rely on fabricated methods.
