Applying New H4 outside Home Country.

Folks,

Where do we apply for fresh H4 when the applicant is a national of country 'A' but presently residing in country 'B'. Is it to be applied at Consulate 'A' or Consulate 'B'?

Is there any rule which specifies which consulate the H4 has to be applied to ?

Any guidance would be appreciated..

----- Country A if you are permanent resident of B can try in B but if refused go straight to your home Country for Visa stamp

---- Normally in the consulate jurisdiction of your home address on passport.
you have not posed your home country and the name of B country, it should have been posted to get a clear answer

I did not post the country names just to avoid bringing in nationality in to the discussion.. My fiance is an indian national currently residing in UAE ( she is not a permanent resident but has lived most of her life in UAE) . Hope that helps to provide me with any better insights..
 
She can apply in UAE if refused she has to go to India, If I am in your situation I will go to India and apply H4 in the consulate that is coved by passport address
