Applying for Parent's Immigration

hi, I tried to look through the threads, but there are lot of abbreviations I don't understand..

Could someone answer following questions, please? (My mom is outside of US and I want to file for her immigration as soon as I recieve the citizenship, which should happen in about 2,5-3 months)

1. Will she have to go for some interview outside of US? If yes, what should she be expecting on the interview?

2. Can application be rejected? (my case: I'm not adopted, I'm recieving my citizenship through marrying US citizen, my mom was rejected US visa a couple of times, she was never arrested, neither was I).

3. I saw somewhere here people say it takes years to bring a relative in, but on the USCIS web site it says 3-6 months. What is correct? I'm assuming the case will not be stuck for any reason.

yes, she will have to go to a consular interview. Within a year of you filing I-130 for her.

it shouldn't be rejected, if she is eligible for an immigrant visa (not a criminal, didn't overstay, is not a Nazi, etc., read the questions on DS-230).

there are different categories of relatives. Immediate relatives of USCs (parents, for example) are not waiting for a visa number to be available, they are just waiting for the processing. It could be anywhere from 6 months to a year, if she doesn't get stuck in security check stage.
