I am a F1 student right now and will graduate this December. I came to US several years ago with J1 visa which has 2 HRR. I didn't complete the HRR and came here with F1 again.
I sent my waiver this August and DOS gave a favorable recommendation and USCIS sent me a receipt in September. I am still waiting for my waiver to be approved now. I applied for my OPT in September and now I'm waiting for my EAD card. Does anyone know that whether I can get my OPT before the waiver is approved?
I thought I can get EAD because the two year requirement only prevent from applying for immigration visa such as H1b. But my friends who applied for OPT at the same time as I did or even two weeks later than me have already got the EAD cards. I started to worry about my OPT application. Anyone has any idea?
