Applying for OCI card in India and submission of US passport

Hi
My minor child is in India with grandparents and we are planning to apply for OCI card for him. I will apply on my child's behalf when I visit India.
We checked for info, but the following issues are not clear.

1. I am hoping that all sending and receiving will be done through postal mail and I do not need to go in person - Is that true?

2. Do we need to submit original US passport when we apply to FRRO, Delhi?
3. How and when should we send original US passport to FRRO, Delhi to get the visa stamped?
4. Do we receive the OCI card and stamped US passport in mail or do we have to go in person?
5. What are mailing fees for the above if we are applying in India? How to send the mailing fees?
6. Can we apply in a regional office instead(Chennai)? Do we send and receive the application, passport and other necessary stuff to/from Chennai, without going in person?
 
You have to contact nearest FRRO ( Mumbai/delhi/kolkatta/amritsar/chennai/bengaluru/hyderabad - their addresses are there in the website of ministry of home affairs mha.nic.in . ) or min of home affairs in Delhi.

Their instructions are more confusing. They say no OCI is not to be sent by dak/mail. However one can authorize any one to collect.

best bet is to visit nearest FRRO and get correct local info. I would not be surprised like each Indian Consulate in USA has its own set of rules, each FRRO have their own norms and Bakshish laid down.
 
My friend applied in Mumbai. No original needs to be included. The police will come to your home address and check if you live there, though. You can mail the stuff to the Chennai office too. Not sure about the rest of your questions. My friend is going soon to collect it in person.
