Applying for LC under NON RIR category

I guess many people are in the same boat as I'm now.
My situation is like,
I applied for LC through SWA Florida in Nov 2003 and it was forwarded to
Atlanta in Apr 2004.

My H1 expires in Feb 2006.

Suppose my LC gets cleared before my H1 expiration date and because of the
PD retrogression I'm not able to apply for 485, will I be able to get 7th year extension?

If not is it good idea to start LC processing through another company under Non RIR category now and get extension because of the LC application is pending for more than a year by that time?
