Applying for J1 2yrHRR waiver from India.

Hi, I had been to US as a short term scholar in October 2008 on J1, my visa had 2yr HRR. I came back in Jan 2009 and got married in India to a US LPR. Now he is a US citizen. My questions are;

Can I apply for J1 HRR waiver from INDIA?
Can I go to US on B2 visa and then apply for HRR waiver?
Can I apply for a new J1 for a post doctoral fellowship?

Would appreciate if anyone could help me.

You should be able to apply for the waiver from anywhere in the world. The process should still be the same as on the website.
You do not have to go to any offices. The waiver process is done entirely by mail.
Even with the 2-year rule, you can still apply for another J1. The 2-year rule only prohibits you from getting H/L/K visa.
