Applying for H1B transfer before appearing for H1 interview

If a person has applied for the H1B from a employer A (consultant) and its status has changed to approved (Physical approval not yet recieved). Mean while the existing employer B (Multinational company) ask the person his willingness to continue with it. Can the H1B petition filed but which is not yet stamped but approved for Employer A be transfeered to Employer B?

If not is it require to join Employer A after H1B stamping and then only apply for the H1B transfer to new company. If this is the case then what is the minimum duration for which employee has to work for employer A, in order for employer B to apply for transfer

------------- YES, you need recent pay stubs from A and comany B has to file H1 transfer and once Petition reaches USCIS one can work with B

The person has not yet started working with Employer A, Employer A has just made application for him.

Employer B (his current ) Employer hasn't file any H1B or H1B transfer, but if it is possible it is ready to file transfer.

SO question was is it possible for Employer B to file H1B transfer before H1 b is stamped for Employer A (with whom he is not started working yet). That person doesn't has any pay stub, but jsut and offer letter.

Hope you are getting my point.
