Applying for H1 B visa at Ottawa Canada

Hi,

I am a canadian permenant resident, I will be going to apply for my visa in ottawa.

If god forbid ,i am refused can i enter into the us as a permenant resident of canada before the new rule of 17th march and work legally

Until March 17th this year, Canadian Permanent residents are allowed to enter US without a visa provided their visit is a business/tourist visit. (Others would have required a B1 or B2 visa for the same.)

After march 17th, certain Canadian permanent residents will have to apply for a B1/B2 visa to enter US.

Canadian PRs require H or L visa to work in US, just like citizens of any other country. Canadian CITIZENS also have a special TN visa to work in US. This has been the case in the past and will be so even after march 17th.
 
I don't think it specifies B1/B2. It should be the same for all Non Immigrant Visas including H1B as long as you are Canadian PR. But if you apply for H1b in Canada or mexico and it is denied, then you can't enter just with the valid I 94.

My reply was not clear enough. What I meant was that Canadian permanent residents who are not entering US for studies or employment and only for temporary visits will need a B1/B2 visa from March 17th. Canadian LPRs entering US for employment (L1, H1) or studies (F1) etc have been required to get the respective visas stamped and this requirement does not change after March 17th.
