Applying for greencard for brother

my mom recently became us citizenship. she wants to apply for his brother. she became US citizenship through spouse

came to us in 2003 with green card and after five years in 2008 august applied for citizenship and received passport last month.

main concern is can she apply for her brother she never worked nor holds any degree she stuided until 10th class?

how many years does it take to bring his brother from start to finish.

Her education is immaterial; if she's not working when his PD becomes current she'll need a co-sponsor.

How old is her brother? It'll take 12-14 years, give or take a bit.

According to this, the wait time if her brother is from.....is approx:
China (mainland) = 10.5 years
India = 11.75 years
Mexico = 12 years
Philippines = 22 years
All others 10 years
