Applying for GC while married to GC holder

Hi,
This question is for my friend who is on F1 and married to GC holder for > 1 year.She wants to apply for her GC now to save fee raise after july.Her husband will become USC after 3 yrs.
Should she wait for him to be citizen and then apply for GC or can she apply now and change her application (after the citizenship)to expedite it?
Will she have to give some fee again at that time?

she can file I-130 now, and I-485 after he becomes a citizen.

She should be aware that with I-130 filed for her, it will be next to impossible to get a non-immigrant visa, change her status to another non-immigrant one, or if she already has an immigrant visa, she may be turned away at the point of entry.

LucyMO said it well and i think thats the best possible way around it. 3 years is a longtime to wait even if the fees go up, your friend has a long time to save up for it.
