Applying F1 visa in UAE

Hello all,

My nephew is currently in India and has finished his engineering degree. He has obtained admission to a couple of universities in the US. He is 22 years old and is working in India.


His parents have been based in Dubai for the last 25 years. Can he apply for a F-1 visa in the US consulate in Dubai since his parents are based there?? Does the fact that he is currently working in India stop him from applying in the consulate in Dubai?


Any feedback is much appreciated.

he has to first apply in the country he resides in. If he resides in India, he needs to go to the US embassy in India.
