Applying Adavance Parole

My approved AP was lost in the mail as per CIS and was advised to reapply parole again. My service center is Vermont. As per CIS website, it is confusing to me, as to where am I supposed to apply i.e, Vermont or Nebraska.

Also advise on the filing process i.e., e-filing or regular mailing, which one is taking less time.
