Applying 2nd time for B2 Visa

My Parents have been to US for six months last year. They had got visitor visa for one year. They left US about 9 months back. I am planning for my mother to visit us again, as my wife is pregnant. The thing which is bothering is weather consulate will issue her visa again as it has not been a year she went back. Also what reason I could give her for visit.

I would highly appericiate if I can get guideline on this or if people with similar visa situation can share their experience.

This time it should be fairly simple and probably a drop box (check on this)case. Even if they go for the interview make sure they do not mention
the pregnancy as the reason.

Tourism (covering areas not covered last time) and spending time with family would be the reasons.

I dont have option to visa by mail, as USA consulate has stopped doing that since July 2004.
