Yes, every case is different. However, 5 months is too long.
Call FBI and find out
= if your fingerprint processing is complete. This usually takes a couple of days.
= if your name check is complete. This should be done in a few weeks. FBI usually will not provide name check status, but plead.
Once you know that FBI process is over, go over to CIS (take an infopass appointment) and push them to tell you where the issue is.

Make an Infopass appointment to find out the status of your application. It is possible they sent you an interview letter but it got lost in the mail.

I agree. However, in 1 out of 20 cases, I would think the tone and positioning will make the person on the other side help you ... of course not do something against the rules, but advise you on what to do next.
