Apply for GreenCard / Visitor Visa

My mother's visitor visa was denied twice in 2006.

I recently became US citizen. My mother do not want to move to USA but She wants to visit USA just 1 time.

Should I try for visitor visa one more time or apply for her greencard ?

Please advise.

What reasons did the US embassy give her for the denial of the visa? I'd rather go ahead and fix those reasons first.

I am guessing the OP's mother was denied based on 214(b) due to having a GC holding child. Now that the OP has become a US citizen, 214(b) may even be a tad more difficult to overcome.
