Apply for a PIO card from India

Hello All,

I have a question about applying for a PIO card from India. I have a 10 year visitor visa for India which expires in 2015. It says at the bottom - Registration not required if continous stay on a single visit does not exceed 180 days.
According to the PIO card rules -
Applicants already in India on Long Term Visa (more than one year) shall make the application for issue of a PIO Card to the following authorities: -

My question is this - Am I on a long term visa since it is good for 10 years? Or I can't apply from India since my visa is good for 6 months per visit without registering. What is a long term visa (more than one year) anyway?

Seems like you are on a long term ENTRY (X) visa. However, you say you are in India on "visitor" visa. Can you please check? I do not see a visitor visa on travisa website ... it will likely be tourist (and ineligible for long stay) or entry (eligible).
 
1) I am on a tourist visa. So does that mean I cannot apply for a PIO card from Delhi FRRO because of the following -

Applicants already in India on Long Term Visa (more than one year) shall make the application for issue of a PIO Card to the following authorities....

If I can't apply for a PIO card from Delhi is there any other way I can stay in India for over 6 months? Or would I have to come back to the US and apply for a PIO card because the 2 month rule would prevent me from going back immediately.

2) My parents have PIO cards. Can I convert my tourist visa to and X type visa based on that? That way I could stay longer.
