Apply F1 after already got a B2 visa

My friend got a B2 visa a few month ago that he has not use it yet. Now he want to apply to school in US. Should he come to US and change from B2 to F1 here or is it better just apply F1 in his country? Would there any problem apply F1 if already have a B2? Also, any problem to convert B2 to F1 after get in US?
