Applied for both parents but only one processed

I applied for both parents 2.5 weeks ago. I sent separate packets for both. I received USPS confirmation that both were delivered a week later on the same day. However, only my mother's packet has been processed , received confirmation from USCIS, but no news on my father's app?
How should I follow up?

Exercise some patience.

If there’s something wrong with your father’s package, it will be sent back to you shortly for correction.

called 800 number, they asked me to contact lockbox. Worried about the application.

What does this really mean ? Does it mean that the first two steps are completed ?
I cannot click on "Start Now" under the IV Application. When will I be able to start the IV Application ?
Please advise.
