Application Return time?

I had sent in my H1 premium application on Feb 13th. I have not received a confirmatoin number yet, dont know if my lawyer provided an email or whether USCIS will be sending a snailmail confirmation.

My question is, if my application is not accepted within 2004 year quota, when would I receive my application back?

Also, my application was "INTERNALLY" (within USCIS) rerouted from CA center to TX, does the time lost in this rerouting affect my application?
