Application for PIO Card

Does anybody know if one can apply for PIO card while they are on PR status.
Here is the situation..
I am expecting a call for Interview to my citizenship applciation while I will be in India for a 6-8 month period. This means I will need to come back for the Interview.. hopefully obtain US citizenship, have an oath ceremony.
But then I will need Indian Visa to go back. I am trying to avoid this application for Visa because this means another few days and I will need to go back ASAP. So if I already had a PIO card, I will not need to apply for a visa..

------Then apply US passport and once you have US passport you can get Visa in one day from any Indian consulate
But then I will need Indian Visa to go back.
