Was the date of registration dated sometime in 2000 or was it the date of issue. If it is the date of issue but the date of registration is somewhat close to the date of birth then I see no problem. But If the date of registration is recent, then I can see where an officer might want to see the older or "original" cert. If you have lost the original and had to get this recent one, that would probably be acceptable to the officer.
Again, remember, not all Officers have the same need for evidence. It could be their personal style. That would explain why some folks got approved inspite of submitting a birth cert from their consulate.
