I am planning to apply for H1b in April. Now i am on H4. After applying for H1b in May I am planning to go to India and come back in July 2nd week on H4 visa. Can I do that.

--- what you are trying to do is filing COS from H4 to H1 and want to go out when COS is pending. FYI if you go out while COS is pending then COS is abondned.
-- Apply COS by premium processing so that you can get H1 approval in 15-20 days then when you go out get H1 stamp and enter on H1B status.
OR
go out and enter on H4 then apply COS from H4 to H1 in july

*** dont apply H4 to H1 if the employer dont have job, becase many apply from H4 to H1 and then no job and again file H1 to H4 COS
